  • JOINT COMMISSION EMERGENCY MANAGEMENT STANDARDS FOR 2008: Using an All-Hazards Approach in Behavioral Health. Starting January 1, 2008, The Joint Commission (JC) will require compliance with updated “Emergency Management Standards,” which take a more all-hazards view of emergency management. The JC has concluded that organizations need to plan for combinations of escalating events -- rather than a single emergency. The revised standards emphasize a scalable approach to help organizations manage the variety, intensity, and duration of the disasters that affect a single organization, multiple organizations, or an entire community. This two-hour training is intended to help psychiatric and addiction treatment settings adapt The Joint Commission standards to behavioral health.   • SUICIDE RISK ASSESSMENT: Responding to the 2007 JCAHO Patient Safety Goal. All organizations surveyed under either the Hospital or Behavioral Healthcare standards of the Joint Commission are required as of January 1, 2007, to have a plan in place to identify patients at risk for suicide. Suicide is the #1 sentinel event reported to the Joint Commission. NAPHS -- in conjunction with the American Psychiatric Association -- has developed this training to help clinicians and administrators identify practical steps they can take to better assess suicide risk. Learn from experts who have participated in the development of the APA's practice guideline on suicide assessment as well as from peers who have implemented suicide risk assessment in their facilities.   • SMOKING CESSATION IN PSYCHIATRIC FACILITIES: Policies and Clinical Considerations."  People with serious mental illnesses die -- on average -- 25 years earlier than the general population, according to a study by the National Association of State Mental Health Program Directors. To help hospitals and other treatment settings set smoking cessation policies, this training will explore both policy and clinical considerations of concern to facilities' clinical and administrative leadership. The faculty includes representatives of treatment facilities that have moved to smoke-free environments as well as national experts from the Smoking Cessation Leadership Center at the University of California, San Francisco, who are working to address the specific challenges facing psychiatric patients.   • RESTRAINT AND SECLUSION: Implementing the CMS Final Rule on the Hospital Patients' Rights Condition of Participation. A two-hour training on compact disc. On December 8, 2006, the Centers for Medicare and Medicaid Services (CMS) issued a final rule on the hospital Condition of Participation on Patients’ Rights, including new requirements on the use of restraint and seclusion. The rule is effective January 8, 2007, for all hospitals participating in Medicare and Medicaid, including both general hospitals and freestanding psychiatric hospitals. This training, including CMS staff as faculty, highlights the changes in the regulation as well as the types of organizational changes that hospitals need to consider to ensure compliance. The faculty guides participants through the final rule using a PowerPoint presentation and answers a series of questions from the field. Compact disc: $225 ($150 for NAPHS members). Topics addressed including risk management in medication treatment (medical, legal, and ethical issues); suicide prevention risk reduction strategies; sexual misconduct prevention strategies; protecting proactive risk assessments (the risks of risk assessment) and more.   • Getting Paid for Inpatient Psychiatric Medicare Days: Complying with Local Coverage Determinations. A two-hour training on compact disc for clinical and administrative leaders. Fiscal intermediaries for providers in virtually all states throughout the country have each developed their own inpatient psychiatric "local coverage determinations" (LCDs). These LCDs cover such issues as admission and discharge criteria, certification, initial evaluation, plan of treatment, and documentation guidelines. NAPHS has worked with some of the largest FIs (Mutual of Omaha, AdminaStar, AHS) to review and refine their LCDs. Learn from psychiatric experts who have been involved in the development, review, and refinement of inpatient psychiatric LCDs. Learn what you need to do to be informed about LCD requirements from your FI, to participate and comment on LCD development, and to work with your clinical and administrative team to ensure compliance with all Medicare requirements.   • Get Ready for Medicare Inpatient Psychiatric PPS

    A two-hour audio training on compact disc focused on the implications and mechanics of inpatient psychiatric PPS for behavioral healthcare organizations. Starting January 1, 2005, a new prospective payment reimbursement system takes effect for behavioral healthcare providers offering inpatient psychiatric services beneficiaries under the Medicare program. A final rule outlining the system appears in the November 15, 2004, Federal Register. You will need to fully evaluate your current financial and clinical operations and make appropriate changes to address the new payment system. The compact disc summarizes the key elements of the final PPS rule, helps you understand the financial implications of the final rule, and discusses ways to improve the efficiency and lower the costs of your clinical programming. Starting January 1, 2005, the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) is paying specific attention to environment-of-care standards. This enw survey emphasis brings into focus the importance of being up-to-date on the best strategies for enhancing the safety of the physical environment as it impacts the safety of patients, staff, and visitors.   • Preparing Your Organization for Medicare Conditions of Participation Surveys (Including the Patients Rights – Restraint/Seclusion – Standards). Psychiatric hospitals and psychiatric units that accept Medicare and Medicaid patients must comply with federal “Conditions of Participation” and are subject to survey on these conditions. The conditions cover a wide range of issues, focusing on staffing, medical record documentation, and patient rights (including restraint/seclusion). For staff members working within the inpatient setting, it is essential to fully understand the requirements and to be able to effectively assess and monitor compliance.   • Caring for the Suicidal Patient in the Inpatient Setting. For staff members working within the inpatient setting, there is heightened need to be able to effectively assess, monitor, and treat suicidal individuals while they are in the hospital and as they make the transition back to the community. Every year approximately 30,000 people in the United States die as a result of suicide, according to an Institute of Medicine report on Reducing Suicide: A National Imperative. Suicide is also the leading type of reported sentinel event, according to the Joint Commission on Accreditation of Healthcare Organizations. This two-hour audiotape features Charles F.
