National Association of Psychiatric Health Systems OVERVIEW YOUTH SERVICES LEADERSHIP FORUM HELD TO EXCHANGE IDEAS, DISCUSS ISSUES. NAPHS members who provide leadership in the delivery of residential treatment as well as non-24-hour services for children and youth met on September 15, 2006, to discuss with national leaders issues identified in the Youth Services Advocacy Agenda. Specific areas of focus included Medicaid, the Individuals with Disabilities Education Act (IDEA), the CMS Community Alternatives to Psychiatric Residential Treatment Facilities Demonstration Grant Program, and the TRICARE residential treatment benefit. The forum was chaired by Isa Diaz, vice president for public affairs at Psychiatric Solutions, Inc., and chair of the NAPHS Youth Services Committee. Guest speakers were CDR Robert DeMartino, M.D., USPHS, the director of the Behavioral Medicine Division for TRICARE; Ron Hendler, health insurance specialist for the Center for Medicaid & State Operations; Myrna Mandlawitz, Esq., president of MRM Associates and NAPHS special education consultant; Joy Midman, executive director for the National Association for Children’s Behavioral Health; and Nancy Reder, J.D., the deputy executive director of the National Association of State Directors of Special Education.
